Vicenç Capdevila Cardona was born on 28th October 1936 in L’Hospitalet de Llobregat. He holds a Law degree from the University of Deusto and is a member of the Barcelona Bar Association. In the early years of his career, he was an Administrative Law lecturer at the University of Barcelona.

In 1973, he moved into politics and became the mayor of L’Hospitalet de Llobregat. At the same time, since 1973 until 1977, he was appointed Vice President of the Barcelona Metropolitan Corporation. When his term of office ended, he was appointed to the Spanish Parliament, where he was an MP in the first term. In the late 70s, he became the Director General of the Local Administration of the Ministry of Territorial Administration and a member of the Steering Committee for Local and Regional Affairs at the Council of Europe.

He was appointed a member of the Catalan Parliament in the 1980–1984 session, where he was the spokesperson for the Centrists of Catalonia parliamentary group. He was later a member of the Mixed Committee on Transferrals Central State–Catalan Government, and Executive Vice President of the Advisory Committee for the Study of the Organisation of the Administration of the Government of Catalonia.

Vicenç Capdevila was the General Assistant Manager of the Compañía Española de Seguros y Reaseguros de Crédito y Caución insurance company between 1967 and 2002. He was also a member of the Ateneu Barcelonès (Barcelona Athenaeum) between 1998 and 2003. Currently he is the President of GVC Gaesco Pensions.
